Air pollution and industrial emissions increasingly transcend administrative and national boundaries, requiring coordinated regional and transboundary approaches to achieve clean air and sustainable industrial transformation. This discussion aligns with COP31’s emphasis on implementation, green industrial transformation, and resilient and sustainable cities by exploring how industrial emission reduction can be addressed through stronger regional cooperation.

Greater Jakarta (Jabodetabek) illustrates this challenge, with industrial activities distributed across multiple jurisdictions and air pollution moving beyond administrative boundaries. Addressing this requires coordinated approaches to emission inventories, monitoring, target-setting, mitigation, and enforcement. The discussion will share lessons from Jabodetabek while bringing perspectives and best practices from other countries and regions facing similar regional and transboundary air pollution challenges. By exchanging experiences across different governance contexts, the session aims to identify practical approaches for regional cooperation and coordinated action to reduce industrial emissions and advance clean air.
