Bridging National Adaptation Planning and Local Delivery: Financing Local Adaptation Implementation

As countries implement the Paris Agreement, adaptation finance is becoming a global priority. National Adaptation Plans (NAPs) provide a framework for long-term priorities and investment needs, but effective delivery requires stronger collaboration across government levels and financing systems that reach territories most exposed to climate impacts.

At COP30, countries reaffirmed the value of national coordination mechanisms, including country platforms and Adaptation Hubs. Yet many remain nationally focused, limiting subnational participation and access to funding.

States, regions and local governments are central to adaptation, managing climate-exposed services and infrastructure while leading locally driven action. However, they face fragmented project pipelines, weak coordination and limited access to national and international finance.

Closing this gap requires embedding multi-level governance into adaptation finance. NAPs and NDCs implementation mechanisms can play a role in reflecting territorial investment needs through subnational representation, dedicated funding windows, transparent project pipelines and stronger coordination among governments, development banks and local financial intermediaries.

This event will look at how to bring national and subnational governments, financial institutions, climate funds and partners together to draw on concrete examples and experiences on developing practical mechanisms that strengthen multi-level governance and scale finance for locally led adaptation.
