Following the adoption of the Belém Adaptation Indicators (BAIs) under the UAE Framework for Global Climate Resilience, the challenge shifts to operationalization and testing—following the invitation extended in Belém, and offering a vital opportunity for local and national monitoring to enrich global assessment and inform the Belém-Addis Vision.
Featuring groundbreaking experiences from Latin America and Africa, this panel explores technical and capacity-related insights from ground-testing and analysing the BAIs within national and subnational NAPs and MEL systems. By fostering a direct South-South dialogue, the session demonstrates how accounting for diverse multilevel governance structures and local data ecosystems ensures adaptation tracking is both globally coherent and locally meaningful.
Objectives
1. Share empirical lessons on the applicability of the BAIs, including within existing MEL systems and at subnational level.
2. Identify which indicators local and national governments already use to plan, budget, and report, and where they could roll up to inform the agreed set.
3. Identify the institutional, technical, financial, and inclusion changes needed so local data counts internationally, and feed concrete recommendations into the BAV process and reporting mechanisms (NAPs, NDCs, BTRs, AdComs).
