17:30 to
18:30

COP31 will take place at a moment when the global climate process is under increasing pressure to move from ambition-setting to implementation. This interactive panel discussion will feature representatives from cities, states and regions across the globe that are at the forefront of translating the global commitments into action on the ground, as they play a key role in implementation, identifying bottlenecks and demonstrating practical solutions related to climate mitigation, nature-based solutions, and disaster risk reduction.

This discussion will therefore explore stronger feedback loops between the formal negotiations and the action agenda tracks, ensuring greater coherence and coordination between local, subnational and national levels. It will also discuss how multilevel governance mechanisms can become more meaningful, structured, and effective within the international climate processes.

The session will aim to answer the following questions:

  • What is the action already taken by the cities, states and regions to address the climate crisis?
  • Which are the main challenges faced by cities, states and regions when translating global climate commitments into action on the ground?
  • How can the outcomes of COP31 better enable climate action and implementation at the local, state and regional level?
  • Which negotiation tracks do you believe can best advance climate action at the city and regional level?
  • How can multilevel governance principles be better integrated into national and international climate processes?
