Climate councils: Aligning international climate architecture with national climate plans

Strong climate governance will be critical to ensure the successful implementation, measurement, and evaluation of the third round of Nationally Determined Contributions (NDCs), so that we can collectively prevent the worst impacts of climate change and adapt to those that are unavoidable.

This panel proposes climate councils, the official advisory bodies to governments on climate change, as institutions with the potential to link international climate architecture with national-level policymaking plans. A growing group of 25 such bodies make up the International Climate Councils Network (ICCN), which supports them to exchange best practices and build capacity in their work as independent government advisors on climate.

This conversation, held among climate council leaders from around the world, will explore the varying roles that councils play in advising on NDCs, NAPs, BTRs, and other forms of national climate policies and plans. We will assess opportunities to strengthen these processes – including through the launch of ICCN regional hubs – with the aim of ensuring that national climate plans are science-based, inclusive, just, and aligned with the UNFCCC and IPCC processes.
