This panel brings together experts and subnational leaders to discuss how to scale up their contributions to more ambitious national climate commitments and to share innovative pathways from local governments towards COP30. The main objective of this session is to highlight the experiences of subnational coalitions and local communities on the development of governance, legislation, and planning instruments to accelerate the implementation of climate action. By convening the subnational governments’ representatives of Latin America and leaders from civil society, the session seeks to explore lessons from different subnational and local contexts. Panelists will discuss how mandates, planning tools, and coordination mechanisms can strengthen the delivery of the COP30 Action Agenda in ways that are inclusive and equitable. The relevance of this panel lies in the sharing of replicable practices and fostering inter-regional collaboration.

Theme:
Beyond announcements, we expect concrete action plans led not only by national governments but also by subnational leadership, the private sector, and the finance sector. Implementation plans for these initiatives are essential, and they also want to shed light on the agenda of Indigenous peoples, quilombolas, and traditional communities on the same scale as the private sector.

  • How can subnational governments and local communities design governance mechanisms that ensure climate plans are effectively implemented?
  • What practical tools—mandates, planning instruments, coordination mechanisms, financing channels—make the difference in moving from planning to execution?
  • How can subnational governments design and apply innovative financial instruments to ensure the effective implementation of Climate Action Plans?
  • How can subnational legislation support ambitious climate action through the establishment of robust climate governance frameworks?
